WHAT IS A FLAT RATE?
Taxicabs, in general, are equipped with meters. A taxi that is flagged down for hire will run the meter to calculate the fare. Meters usually calculate by miles and time. If you sit at a red light in your taxi, the meter will keep calculating. At your destination, you pay what the meter indicates.
A flat rate is a price quote given for transportation  to those who reserve taxi service. It does not involve meters. You are given a quote for the price of transportation from "point A" to "point B".. If the driver stops at a red light, has to fuel up at a gas station or is stuck in a traffic jam (among other things)...your fare does not change. The advantages of flat rates are a generally lower cost than a metered fare and that there are no unexpected or unwelcomed surprises.

Flat rates are given for the cost of transportation only.
Short stops along the way under five minutes are not added onto the price.
If you need to stop along the way to go shopping (for example) there is an additional charge of $25 for each hour your use.
Gratuities are not included in the flat rate transportation price quote.
Gratuities are separate and are for the driver (as a "thank-you" for good service).
